评估方法可以为具体项目和干预行动提供证据支持。但是现代政策更为复杂,经常包含多重嵌套因素和一系列相应后果。同时,这类政策的执行过程也同样复杂,很有挑战性。本次演讲将展示一些澳大利亚和其他国家的复杂政策评估的案例,在此基础上,讨论评估方法和路径研究的新进展与方法创新。

Evaluating complex policy initiatives Evaluation methodologies were designed to provide an evidence base for specific programs and interventions.  However modern policy initiatives are far more complex than programs, often containing multiple interlocking components, with a range of expected outcomes.  Furthermore the implementation of these initiatives is similarly challenging.  The presentation will provide some case examples of evaluations of complex policy initiatives in Australia and other countries, and will discuss some of the recent innovations in evaluation methods and approaches.

 

主讲人简介:

 

伊兰•卡兹(Ilan Katz),澳大利亚新南威尔士大学社会政策研究中心教授,曾于2005-2011年担任中心主任。他曾经在在英国伦敦基层政府和社会组织工作担任社会工作者,在儿童与家庭服务方面有丰富的研究和实践经验。他曾经领导全国防止儿童虐待协会的评估、实践发展与研究团队,之后转向研究领域,成为政策研究部副主任。他的研究领域包括复杂干预的评估、儿童保护、青年司法、家庭支持、家庭与社区、比较儿童福利制度、移民、种族、文化与族裔等,承担多个大型项目的评估工作。

Professor Ilan Katz is a professor in the Social Policy Research Centre at the University of New South Wales, having directed the Centre from2005-2011. He has many years of policy, practice and research experience in children and family services in the UK. He started his career as a social worker and manager, working in several local authorities and NGOs in London. He was head of Evaluation, Practice development and Research at the National Society for the Prevention of Cruelty to Children. After spending some time as a civil servant he returned to research to become Deputy Director of the Policy Research Bureau.

His research interests include social policy, evaluation of complex interventions, parenting, child protection, youth justice, family support, families and communities, comparative child welfare systems, migration, race, culture and ethnicity. He was Chief Investigator of the National Evaluation of the Stronger Families and Communities Strategy and Brighter Futures, NSW Department of Community Services Early Intervention Program and he is currently CI on the evaluations of New Income Management, the Family Support Program and the Community Detention program and 'Where's the Evidence in Indigenous Social Policy, an ARC linkage project.
